Green Alliance verdict on CCS announcement

Ed Miliband announced today that "The era of new unabated coal is over".
In response Green Alliance director Stephen Hale said:
"Ed Miliband is well on the way to cracking the toughest puzzle in climate change policy. His new policy is a victory for common sense, and for the many groups who with Green Alliance have made the case for a coal policy fit for the 21st century and the challenge of climate change.
The new policy sets the right direction of travel. Unabated coal was a devastating threat to climate change. But as we have argued, carbon capture and storage technology creates an opportunity to tackle energy security and climate change together.
But there are some very big outstanding issues. Defeat could still be grasped from the jaws of victory. The final policy will need to be much stronger than that announced today. It must contain the four proposed plants, higher levels of carbon capture and storage, and a regulatory framework to incentivise that technology.
The stakes could not be higher. The UK's climate change targets and leadership are hanging in the balance. Green Alliance looks forward to the rapid publication of the consultation document, and to confirmation of a transformational carbon capture and storage policy by October this year."
