Climate leadership: UK vs US
The UK has been a world leader in setting carbon targets and curbing CO2 emissions, and at the forefront of climate diplomacy. By contrast the US has had high CO2 emissions and a low interest in climate diplomacy. But the balance has shifted, to the extent that the global climate deal negotiated in Paris in 2015 could become a bilateral agreement between the US and China, leaving the UK and EU out.
